SACCO digital lending roadmap

  1. Map current journey
  2. Encode eligibility rules
  3. Digitise applications and guarantors
  4. Committee in the system
  5. Integrate with core
  6. Structure collections
  7. Measure and extend

The member expectation gap

SACCO members compare their SACCO with mobile lending apps and digital bank channels. They expect to apply without visiting a branch, to know quickly whether they qualify and to receive funds promptly. Many SACCOs still process loans on paper, with guarantor forms signed in person and approvals waiting for the next committee sitting.

The good news is that SACCO lending rules are usually clear and well understood — which makes them well suited to automation.

Step 1: Map the current loan journey

Document each product's journey: application, documents, eligibility checks, guarantors, appraisal, committee, offer, disbursement and repayment method (check-off, standing order or mobile money). Note where time is lost — usually waiting for guarantors, documents and committee meetings.

Step 2: Encode eligibility rules

Turn the SACCO's credit policy into explicit rules per product:

  • maximum loan as a multiple of member deposits;
  • minimum membership period and contribution history;
  • repayment capacity relative to income or payslip;
  • guarantor cover required and each guarantor's available deposits; and
  • approval authority by amount.

Versioning these rules means the board can see which policy applied to every loan.

Step 3: Digitise applications and guarantors

Let members apply through digital channels, upload documents and nominate guarantors, with guarantors confirming digitally. Each application becomes a tracked case with a status the member and staff can see.

Step 4: Bring committee decisions into the system

Credit committee review should be a stage in the workflow, with the application, appraisal and guarantor position available to the committee and the decision recorded against the loan.

Step 5: Integrate with the core, do not replace it

Member savings, share capital and loan balances usually live in the SACCO's core system. A modern lending layer reads deposit balances for eligibility and posts approved loans to the core through an integration, so the core remains the system of record.

Step 6: Structure collections

Missed repayments should create cases automatically, with escalation rules that reach guarantors consistently and early, rather than when arrears are already large.

Step 7: Measure and extend

Track time from application to disbursement, approval rates by product, arrears by product and branch, and member satisfaction. Extend to more products once the first is stable.

Governance and regulation

Deposit-taking SACCOs in Kenya are supervised by SASRA. Digital lending must preserve controls — approval authority, segregation of duties and audit trails — and handle member data in line with the Kenya Data Protection Act.

How WEFI approaches it

WEFI works alongside a SACCO's existing core. WEFI Loan OS digitises applications, guarantors, credit assessment, committee approval, disbursement, collections and recovery; WEFI Policy holds eligibility rules; and WEFI Integration connects to the core. See WEFI for SACCOs.

Frequently asked questions

Can SACCOs offer mobile loans without replacing their core?
Yes. A lending layer can read member deposit balances from the core for eligibility and post approved loans back, leaving the core as the system of record.
How long does SACCO digital lending take to implement?
It depends on the number of products and the core system's interfaces. Starting with one high-volume product and extending is usually faster than digitising every product at once.
How are guarantors handled digitally?
Members nominate guarantors in the application; guarantors confirm digitally; their available deposits are checked against the required cover and their liability tracked through the loan's life.
What regulatory considerations apply?
Deposit-taking SACCOs are supervised by SASRA, and member data is subject to the Kenya Data Protection Act, so controls, audit trails and data protection must be preserved.
