What Should a SACCO Management System Include?

By WEFI · Published · Updated · 4 min read

SACCO member lending journey

  1. Member applies
  2. Eligibility vs deposits
  3. Guarantors confirm
  4. Appraisal
  5. Credit committee
  6. Disbursement
  7. Check-off or mobile repayment
  8. Collections if overdue

Why SACCOs are different

Savings and credit cooperatives are owned by their members. Members save regularly, hold share capital, borrow against their savings with the support of guarantors, and expect dividends and interest on deposits. In Kenya, deposit-taking SACCOs are supervised by the SACCO Societies Regulatory Authority (SASRA), and every SACCO answers to its members through its board and general meetings.

That combination — member ownership, savings-linked lending, guarantors and regulatory oversight — shapes what a SACCO management system has to do.

1. Member records

  • Individual member records with identification and KYC data
  • Membership status, entry and exit
  • Next of kin and nominee details
  • Links between members, such as guarantor relationships
  • Employer details where loans are repaid through payroll check-off

2. Savings, deposits and share capital

  • Regular and voluntary savings accounts
  • Share capital contributions and transfers
  • Interest on deposits and dividend calculation and payment
  • Withdrawals and refunds when members exit

These records are the SACCO's most sensitive data. They usually live in the SACCO's core system, and any modernisation must keep them accurate and reconciled.

3. Lending

This is where members feel the quality of a SACCO's systems most directly:

  • Loan products with their own rules — for example loan limits as a multiple of savings
  • Digital and branch loan applications with document capture
  • Guarantor capture and checks against each guarantor's free deposits
  • Credit assessment and repayment-capacity checks
  • Credit committee review and recorded decisions
  • Offer documentation and disbursement
  • Repayment schedules, including check-off repayments from employers

4. Collections and recovery

  • Automatic identification of arrears
  • Follow-up cases with owners, history and escalation rules
  • Recovery from guarantors where appropriate, applied consistently
  • Governed write-off decisions

5. Governance and control

  • Approval authorities reflecting the SACCO's by-laws and credit policy
  • A record of who approved each loan and on what basis
  • Role-based access and segregation of duties
  • Audit trails that support the board, internal audit and supervisors

6. Integration and channels

  • Mobile money and bank payment integration for deposits and repayments
  • Payroll check-off file exchange with employers
  • Digital channels for members to apply, check balances and track loans
  • Integration with accounting and reporting tools

7. Reporting

  • Portfolio quality and arrears reports
  • Member and loan statements
  • Board and management reporting
  • Data for regulatory returns

Modernise without disrupting member accounts

Replacing a SACCO's core system is a significant risk, because it holds member savings and share records. An alternative is to modernise around the core: keep member balances where they are, and introduce modern lending, collections and member-service workflows that integrate with it. Members experience faster, more consistent service while the core continues to hold the records.

How WEFI approaches it

WEFI works alongside a SACCO's existing core system. WEFI Loan OS digitises member loan applications, guarantors, credit assessment, credit committee approval, disbursement, collections and recovery; WEFI Policy holds lending rules such as savings multiples; and WEFI Integration connects to the core. Regulatory reporting is not currently an available WEFI capability. See WEFI for SACCOs.

Frequently asked questions

What is the difference between a SACCO core system and a SACCO lending system?
The core system holds member records, savings, share capital and account balances. A lending system runs the loan process — application, eligibility, guarantors, appraisal, committee approval, disbursement and collections. Some products do both; many SACCOs keep their core and modernise lending around it.
Who regulates SACCO software in Kenya?
Software itself is not licensed, but deposit-taking SACCOs are supervised by the SACCO Societies Regulatory Authority (SASRA), so their systems must support the controls, records and reporting SASRA expects.
Do SACCOs need to replace their core system to offer digital loans?
No. Digital lending can be introduced as a layer that reads member deposit balances from the core for eligibility and posts approved loans back to it, keeping the core as the system of record.
How should guarantors be handled in a SACCO system?
Guarantors should be captured against each application, their available (unpledged) deposits checked, their confirmation recorded and their liability tracked through the loan's life so recovery from guarantors follows consistent rules.
What data protection obligations apply to SACCO member data?
In Kenya, member personal data is subject to the Data Protection Act, 2019 and oversight by the Office of the Data Protection Commissioner, including lawful basis, security and data-subject rights.
